Gary W. Libby was born in Portland, Maine, in 1947 and raised in a working-class family. He graduated from Deering High School, the University of Maine in Portland, and the Duke University School of Law. He has been a lawyer in Maine since 1974. He was the first full-time lawyer employed by the Maine Human Rights Commission but has spent most of his career in a solo private practice. He has an interest in Maine history.
He has written several magazine articles about Maine's Irish history and contributed a chapter to the book “They Change Their Sky: The Irish in Maine.” He became interested in Maine's Chinese community and has researched that community since 2001. He has written several magazine articles and given talks about Maine's Chinese and has had three articles about Maine's Chinese published in the Chinese Historical Society of America's scholarly journal “Chinese America History and Perspectives.”
